Designed by the noted San Francisco architectural firm Miller & Pflueger under the direction of Timothy Pflueger (1892–1946), the 11-story building opened just one year after the stock market crash. The Stock Exchange Tower housed the offices of brokers who worked on the trading floor of the adjacent San Francisco Stock Exchange at 301 Pine Street, which currently houses Equinox Fitness. The San Francisco Pacific Exchange building, housing the equities trading floor, is located on Pine Street at the corner of Sansome Street in the Financial District. It was built in 1930 in the Moderne style , with its street facades clad in Yule marble .

In March 1928, Pflueger published his submission for a new building to house the San Francisco Stock Exchange, featuring strong Zigzag Moderne themes with classicist notes. Miller and Pflueger won the competition for the commission. Eight months later, the Exchange committee decided instead to rebuild the Sub-treasury building at 301 Pine Street while keeping its Tuscan columns and entrance steps, requiring a completely new approach.
